KPK is the Main Actor in Corruption Eradication

In the context of eradicating corruption, the Corruption Eradication Commission (KPK) is the main actor in corruption eradication. Therefore, the role of legal culture in the Corruption Eradication Commission (KPK) is crucial in dealing with corruption issues.

Weaknesses or defects in the legal culture of the institution, as happened recently with the case in which the Chairman of the KPK (Corruption Eradication Commission), Firli Bahuri, became a suspect in a corruption case, indicate that the condition of the legal culture within the KPK is a key factor in corruption eradication efforts. [4]

Law enforcement for law enforcers needs to be based on morality. Thus, when the morality of law enforcers is well-established, the law will be more effective in law enforcement, including in corruption eradication. 

Then Friedman explained the modern legal culture which is in line with the concept of modern legal culture according to Satjipto Rahardjo. He stated that in modern society, each individual has the freedom to choose and determine the laws and institutions that will apply to them.

This indicates an open legal culture in which the public has the freedom and opportunity to participate in the formation and implementation of positive law. [5]

Furthermore, building a legal culture in society is important to achieve a high level of legal awareness. This will help in combating criminal acts of corruption in Indonesia.

With a strong legal culture and high legal awareness, the public can participate in supporting corruption eradication efforts through effective understanding and enforcement of the law.

Therefore, what is referred to as "legal culture" is a collection of elements that determine how the legal system obtains an appropriate place in the cultural structure of the general public. 

Simply put, the level of public compliance with the law is one way to know how well the law functions; if public compliance decreases or is apathetic, then the law is not functioning.
