Resolution Efforts and the Importance of Systemic Transformation

Resolving the Surat Ijo land conflict requires collaboration between several ministries, such as the Ministry of Home Affairs, the Ministry of Agrarian Affairs and Spatial Planning, and the Ministry of Finance. This multi-ministerial approach is essential so that comprehensive and fair solutions can be achieved. The Surat Ijo phenomenon reflects a major challenge in land ownership rights in Indonesia, highlighting the need for deeper systemic changes in order to produce sustainable solutions.

This article also concludes that the principles of justice and prosperity need to be the basis for resolving this conflict, in line with the goals of the Unitary State of the Republic of Indonesia as mandated in 1945. With a systemic approach to resolving state land conflicts, especially for Surat Ijo residents, it is hoped that their lives can be improved.

The solidarity of residents living on Surat Ijo land has triggered the formation of mass organizations that advocate for their ownership rights. This collective action has created a conflict of interest between residents and the government, as many residents have begun to disobey existing regulations. Efforts to resolve this conflict through mediation and legal action, including the implementation of Surabaya City Government Regulation No. 16 of 2014, have not yielded effective results.

The Surat Ijo community, which is organizing itself and fighting for their land rights, reflects the complex challenges in land ownership issues in urban areas, where state interests often clash with local claims. This conflict demonstrates the importance of building a thorough understanding between the government and residents, as well as encouraging systemic changes that prioritize the welfare and justice for all parties affected.
