Conclusion

Jurisdiction over cybercrimes, particularly in hacking crimes, is regulated in Article 2 of the ITE Law, which applies the principle of extra-territorial jurisdiction. This can be implemented through international cooperation such as extradition, mutual legal assistance, and consistent and responsive collaboration between public and private sector law enforcement. The handling of international and national jurisdictional issues related to cross-border activities and extraterritorial consequences is carried out with a global approach that prioritizes the idea of a possible single legal framework worldwide and universal regulatory mechanisms, the possibility of a single legal framework and depends on regional mechanisms and focuses on national legal systems that provide effective handling of digital threats.
