Legal Literacy - Every profession has an association, has a code of ethics, has certification, and has a specific license for a particular professional field. In Indonesia, there are various specialized jobs that fall into the professional group. The professions in the legal field are also very diverse.
Understanding Legal Professions
A legal profession is a profession carried out by law enforcement officials in a country's government. For example, law enforcers are referred to as the four pillars of law enforcement or the 'catur wangsa' of law enforcers, including judges, prosecutors, advocates, and the police. The focus of attention is directed towards law enforcement by the police.
Police Legal Profession
In Indonesia, one of the important pillars in realizing security and order, as well as preventing or controlling crime, is an action taken by police officers.
As explained in Article 13 of Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia which states:
The Main Tasks of the State Police of the Republic of Indonesia in Law No. 2 of 2002 are as follows:
- Maintaining public security and order
- Enforcing the law
- Providing protection, care, and service to the community.
- The Police in Protecting and Serving
The Police Corps has a noble motto: "Protect and Serve." The word 'protect' in the motto brings us to the image of a police figure who is agile, firm, authoritative, and caring towards the people they serve.
Serving is the most important prerequisite for an officer who is pure and sincere. The police profession is a noble job, in the sense of prioritizing service over rewards and having a high sense of responsibility.
However, on the other hand, the police profession is very vulnerable to temptation, so there are many abuses of power/authority. Currently, the Indonesian National Police have not been able to carry out their functions and roles properly and correctly.
Many police officers break the law, defend the wrong party if there is compensation, and ignore the right party who should have the right to be defended. They abuse their status, which causes public trust in the police to decline, and the image of the police among the public is very bad.
According to institutional evaluations, poor assessments are found in the principles of accountability, competence, effectiveness, and justice. Various practices of illegal levies, extortion, and bribery in the police in enforcing cases in the community have actually been known to the public for a long time.
