1. Inner Tension and Dissatisfaction with Applicable Law
There is inner tension in the mind, doubt about the truth, about the justice of the applicable law and feeling dissatisfied with the applicable law. The applicable law does not correspond to the state of society and they strive to find a law that is more just and better than the applicable law. That is why legal experts need legal philosophy.
2. Conflict between Law and Belief/Religion

They see a conflict between the prevailing regulations and the religious regulations or views they adhere to.
