Legal Literacy – Rule of law is a concept that affirms that a country must be subject to the law and must not have power beyond the limits of the law.
Its existence in a country also guarantees fair treatment for all levels of society, both in terms of relations between citizens and relations with the government.

Definition
1. According to Friedman, 1959
There are two perspectives of understanding according to Friedman, namely formal and material or essential understanding.
(a) Formal Definition (In the Formal Sence)
From a formal point of view, this concept is defined as organized public power or organized public power, for example, the state.
(b) Material or Essential Definition (Ideological Sense)
This understanding is closely related to enforcement rule of law in a country because it concerns the measure of good and bad law. It is also related to justice in the application of law.
2. According to Sunarjati Hartono, 1982
Rule of law is a concept that guarantees that what the community or nation concerned obtains is seen as justice, especially social justice.
