What needs to be remembered is that laws are a rule of conduct in national and social life, so in the formation of laws, lawmakers must pay attention to three aspects. The three aspects are that the law must not conflict with generally applicable principles, there must be semantic clarity, and coherence between one law and another. By paying attention to these three aspects, the resulting product, namely the law, does not cause many problems in its implementation.
