Recommendations Compiled in 10 Books, Involving Public Aspirations
Jimly revealed that the results of the Police Reform Commission's work were formulated in 10 books of recommendations. The document, he said, not only contains internal evaluations, but also summarizes public aspirations, input from experts, and notes on various fundamental issues in the police institution.
He explained that some recommendations can be implemented immediately through revisions to regulations at the internal police level. However, there are also proposals that are fundamental and touch on institutional design, thus requiring changes to laws and the formation of new implementing regulations.
Thus, the Police reform designed by the Commission does not stop at short-term administrative steps. The recommendation is instead directed at building a foundation for more permanent, structured, and sustainable improvements.
“There are things that are fundamental, requiring changes to laws, and also requiring implementing regulations, as well as the need to revise internal regulations,” said Jimly.
Furthermore, he mentioned that there are at least approximately 8 Police Regulations (Perpol) and 24 Chief of Police Regulations (Perkap) that need to be revised. The improvement of these regulations is considered important so that internal Police reform has a strong normative basis and does not stop as a mere institutional slogan.
