Endang Samsul Arifin is revising the petition of the judicial review of the Hajj and Umrah Law in the Constitutional Court. He argues that the phrase “and/or” in Article 13 paragraph (2) triggers uncertainty in the distribution of quotas between provinces and the estimation of regular Hajj departures.
